*257 days for 2024/25 School Year due to three furlough days

ESSENTIAL FUNCTIONS:
Responsible for the organization, administration and supervision of the District’s student transportation system in accordance with federal & state laws and District policies.
- Organizes, supports, implements and manages a student transportation system consistent with federal and state law and District policies.
- Supports and implements district policies, procedures, directives.
- Displays the highest ethical and professional behavior in working with students, parents, district staff, vendors, and outside agencies associated with the District.
- Directly supervises Transportation administrators, dispatchers, assistant dispatches, driver trainers, other support staff, mechanics, and drivers including evaluation and discipline of staff.
- In collaboration with Human Resources, recruits, trains, hires and evaluates all transportation employees.
- Collaborates with Human Resources in resolving employee grievances.
- Oversees and ensures compliance with all regulations governing bus driver licensing and Department of Licensing regulations, including required physicals and random drug testing.
- Develops safe and efficient bus routes to transport students for educational purposes, including special routes/trips for after school programs and activities.
- Works closely with the special education administrators to meet the needs of students with special transportation needs.
- Develop and revises district safe routes as identified by state law. Acts as liaison between the district, city, and county road departments in eliminating potential walkway hazards throughout the community, accommodating construction and road shutdowns, and evaluating road conditions.
- Advises the Superintendent on bus routes, inclement weather, road hazards and decisions to close or delay school or specific routes.
- Responsible for the Transportation Department budget. Works with the Finance Director to develop and maintain department budget, including planning for bus purchasing and depreciation, and fleet purchasing.
- Develops standards for future bus purchases.
- Responsible for the safety and well-being of students who are transported on district buses each day.
- Oversees the development of lists of students eligible for transportation.
- Approves and monitors safety in the assignment of bus stops, routing and scheduling.
- Ensures implementation of an in-service training program meeting all state requirements for all transportation staff, including required physicals and random drug testing.
- Ensures implementation of pre- and post-trip vehicle inspection procedures and maintenance reporting routines.
- Communicates in a timely manner with building principals and parents on student transportation questions and concerns.
- Ensures bus driver timesheets are reviewed for accuracy and submitted timely.
- Works with transportation office staff to accurately track and code transportation charges to appropriate school/department/activity.
- Maintains buses and district owned vehicles, developing annual plan for preventative maintenance.
- Maintains an up-to-date inventory list of all transportation department tools, equipment, supplies and capital assets.
- Maintains knowledge and expertise in assigned fields and responds positively to suggestions for professional improvement.
- Ensures accurate records are maintained for preparation of state and local reports, such as inventories, student transportation, route mileage, time records, special trip records, traffic accidents and other required reports.
- Interprets and communicates transportation procedures and regulations to the public and staff.
- Incorporates transportation routing software system in the planning forecasting and assigning of student transportation services.
- Provides recommendations for improvement of transportation services and efficiency.
- Conducts safety inspections and accident investigations, in collaboration with Human Resources, to create a safe environment for students and staff.
- Develops cultural competence and a commitment to equity in outcomes and opportunities for adults and students.
- Assists with other responsibilities and duties as assigned by the Superintendent.
PHYSICAL DEMANDS:
The usual and customary methods of performing the jobs functions require the following physical demands:
- Ability to regularly walk, sit, stoop, kneel, crouch, crawl, push, and pull.
- Physical exertion to manually move, lift, carry, pull or push heavy objects or materials up to 50 lbs.
- Requires frequent bending, stooping, climbing, reaching, overhead work and kneeling.
- This position requires the ability to handle heavy loads and be in prone positions for long periods of time.
- Must work indoors/outdoors year-round and in noisy and crowded environments.
- Must work in and around dust, fumes and odors.
MINIMUM QUALIFICATIONS:
- Minimum of five (5) years supervisory experience in a position related to school transportation operations in the public or private sector or K-12 school administration certification and experience (building or department level). Completion of the Central Washington University Pupil Transportation Management Training Program or a Bachelor’s degree in Business Administration, Public Administration or related field.
- Extensive knowledge of all pertinent federal, state and local regulations and laws, policies and procedures.
- Valid Washington State driver’s license with a Class B Commercial Driver’s License, (CDL) S&P endorsements and current OSPI driver instructor certification (or ability to obtain).
- Understanding of fleet operations and maintenance scheduling practices preferred.
- Experience with routing software is strongly preferred. Ability to read and interpret road and street maps required.
- Intermediate to advanced experience with Microsoft Office software and the Google platform, including Google Drive, Gmail, Docs, Sheets, etc.
- Demonstrated knowledge and experience in effective supervisory principles and practices.
- Proven ability to lead small and large group training sessions and deliver detailed presentations.
- Demonstrated ability to effectively schedule, organize, coordinate, and complete assignments.
- Demonstrated interpersonal relations, communications and problem solving skills.
- Leadership qualities that demonstrate an ability to be innovative, as well as maintain responsible and trusting relationships.
- Proven ability to positively participate in a fast-paced team environment.
- History of positive attitude, initiative, communication, responsibility, and leadership that contribute to a productive and positive work culture among your assigned staff.
- Successfully handles changes in assignments and functions effectively with a demanding workload.
- Demonstrated confidentiality, loyalty, and integrity.
- Ability to work extended hours and days when needed.
- Work hours are generally 40 per week during the day Monday through Friday though circumstances and department needs may require early morning, evening, late night, weekend, and holidays.
- Excellent attendance required.
